Change in Ratio

The “change in ratio” shows how the payment-income ratio has changed between 2010 and 2017. A negative value means that the ratio decreased between 2010 and 2017 – in other words, the proportion of household income spent on municipal bills is closer to that of Type D households. Therefore, a decrease in the ratio indicates increased progressiveness.
